Affordable Community Housing Development
Comes To Hoke County

The Blue Springs-Hoke County Community Development Corporation, serving as lead agency on the project, developed and submitted an application to the North Carolina Department of Commerce-Division of Community Assistance in August 2002 toward securing Small Cities Community Development Block Grant (CDBG) funds to undertake capacity building activity and begin pre-development work on the project. Blue Springs was successful in their application and Capacity Building Grant was funded at the level of $75,000 in October 2002.

Capacity Building Block Grant Administrative Materials were executed in early March 2003 by a newly elected Board of County Commissioners. Pre-development activities on the Housing Initiative got underway and continued throughout 2003 with a Community Awareness event on April 14, 2003 at the Hoke County Public. Other 2003 activities included a Hoke County Board of Commissioners Project Update, presented in September 2003; financial literacy classes using the MoneySmart Financial Literacy curriculum in partnership with the NC Hunger Network and WACHOVIA Bank were provided to Hoke County families and residents from September through November 2003, and the consulting firm of J.A. Walls Associates was contracted to complete a preliminary housing needs assessment for the project.

Staff hires on the project since 2003 have included Thelma Bishop as Housing Project Manager, Virginia Rahmaan as a Certified Housing Counselor, and Terri Peoples as a Project Coordinator. While these persons have moved on, the affordable housing initiative has remained a viable focus under the ongoing guidance of CDC Executive Director, Christina Davis-McCoy, the CDC Board of Directors, and a locally appointed Affordable Housing Devlopment Working Group. The initiative emerged as the CDC’s top priority in 2004 and gained increased momentum with the hosting of a housing summit event in December as part of Blue Springs’ Annual Meeting and Community Conversation Series.

The CDC hosted its first ever housing summit on December 4, 2004 with significant support from housing industry experts and resource providers. That list included: Brenda Parrott, Mortgage Lender-RBC Centura Bank; Ron McLaughlin, Housing Specialist-USDA Rural Development; Ronald Brown, Housing Needs Assessment Consultant-JA Wall Associates, and Juatina Dunham, Consumer Science Specialist-Hoke County Cooperative Extension Services. The highly successful event gained wider community visibility and garnered a core group of registered participants for the CDC’s First-time Homebuyers Education and Counseling Program. This community housing initiative is now well underway.

First-time Homebuyers Education and Counseling classes are ongoing and available to Hoke county residents. With pre-development activities and timeframes winding down, we look forward to the implementation phase of expanding the American Dream and housing more of Hoke County families with affordable, safe, and decent homes.
