Emergency Food and Shelter National Board Program/FEMA

The Blue Springs-Hoke County Community Development Corporation (BSHC CDC) has served as a Local Recipient Organization (LRO) for the Emergency Food and Shelter National Board Program since 1997. Covering the period of 1997- 2000 the CDC has been awarded total funding of approximately $14,000 by the Hoke County Local FEMA Board to assist families during Phases XV, XVI, XVII, and XVIII (Phases 15, 16, 17, and 18). Funds for this scope of work are allocated by the Virginia-based National Board offices and are earmarked through the Stewart McKinney Fund.

BSHC CDC serves as a warehouse referral agency for the Division of Aging (DOA), the Department of Social Services (DSS), Four County Community Services (FCCS), Hoke Emergency Liaison Program (HELP), and a host of community agencies when no other resources are available to serve the emergency utility or housing needs in this community of persistent poverty. When residents come to BSHC CDC they have already been turned down by at least one other agency---if not more-- and we feel compelled to assist them if at all possible. Two major plant lay-offs in this community during 1999 resulting in the loss of 800-plus jobs have created a wave of unmet requests by this agency and others which serve as additional factors related to an over extension of very limited funds to meet critical need. We at BSHC CDC, along with other human service agencies, are constantly plagued with meeting the demands of families with meager resources to our avail.

To-date more than 115 families and individuals have been assisted in the interest to deter utility service interruption, restore utility service, provided with emergency lodging, and purchase heating fuel toward insuring the optimal quality of their families lives. The CDC maintains a strong commitment toward serving seniors in Hoke County who largely rely on resources solely from Hoke County Council on Aging.
